Along the Rhymney River
New Tredegar (Tredegar Newydd) is a former mining town and community in the Rhymney Valley, now part of Caerphilly county borough but inside historic Monmouthshire. The community lies along the Rhymney River, and the Tir-phil railway station on the Rhymney line serves it. As in other parts of Rhymney, there are Welsh speakers in the community.
Houses in a valley town come from several periods, and the roof over each room tells us more than the street does. Older terraces are commonly slated, newer estates commonly tiled in concrete, and extensions are as likely to be flat as pitched. Our survey looks at the actual roof and the room beneath it, then narrows to the product that suits that pairing. The roof comes first and the product list second, because the covering, the slope and the room below narrow the choice before taste comes into it.
| House | The roof above the room | First thought |
|---|---|---|
| Older mid-terrace | Slate pitch, narrow loft | Roof window for the back bedroom |
| Estate semi or detached | Concrete tile pitch, full loft | Two roof windows for a loft bedroom, or one plus a sun tunnel for the landing |
| Dormer-less bungalow | Low pitch, small void | Sun tunnel for the hall, if the void gives a run |
| Rear kitchen extension | Flat roof | Flat rooflight, or a lantern for headroom |

Caerphilly and the rules in Wales
Caerphilly County Borough Council holds the planning decisions for New Tredegar. A rooflight on a house can be permitted development in Wales, inside limits that are set out in the Wales guide to planning for rooflights.
Not every property has those rights. Flats are outside householder permitted development, and a house can have lost the rights if its council made an Article 4 direction, or if its first planning permission came with a condition. For a particular house, Caerphilly's planners can give the answer, and a Lawful Development Certificate records it formally.
Building Regulations are a separate track from planning. Where the work is notifiable, we handle the Building Regulations notification with local authority building control or a registered building control approver, and the survey is where we find out which track a given roof opening falls on.
Listed buildings are handled differently again. Work that would affect a listed building's character needs listed building consent, applied for through Caerphilly as the local planning authority. Cadw recommends which buildings are listed, and the Welsh Ministers compile the list.

A November landing
The short days and a stairwell with no outside wall.
November takes the daylight early. By late afternoon the sun has gone, and a landing with no window sits dark even before the lamps come on. For a stairwell like that, a sun tunnel brings daylight in from the roof through a tube that ends at a ceiling fitting.
It collects daylight and nothing else, so the benefit ends at dusk. After that the fitting overhead is just a pale circle lit from below by the landing lamp. Think of it as a daytime product for the part of the house that spends the day dark.
The loft decides whether a tube fits. A tube needs a clear path from the roof to the ceiling beneath, and the loft may hold cables, tanks, braces and boxes. The straight ones are simplest to plan, and where a bend is needed the choice of tube matters. For a view of how the tube kinds differ, rigid or flexible is the page to open.
The slope matters, because the roof end wants the most open sky it can have. In a terrace, the neighbouring roofs and chimneys can shade a slope, so the survey notes what stands where.
Not every dark room is a landing. A bathroom with no window and a loft above it is another good candidate, and a walk-in wardrobe works too. A bedroom is the exception. There, a roof window with a blind that blacks out the light is the better pairing, because a tube may not keep out a bright June morning.
After dark the hall is lit the way it always was. A tube adds nothing to the evening, so the existing ceiling light or wall lights stay in charge, and it is worth knowing that before the order goes in.
Doors matter on the way down. A stairwell with rooms opening off it behaves differently from an open hall, since bedroom doors can be shut during the day. Which doors you leave open is worth mentioning at the survey, because the diffuser is placed to light the route and the doorways rather than the centre of the ceiling.
Washing up under the flat roof
Flat rooflights and lanterns where an extension swallowed the window.
Has your kitchen grown a room at the back, and lost a window to do it? That can be the price of an extension. The old rear wall becomes an inside wall, the new room reaches towards the garden, and the middle of it is a long way from any glass. A rooflight puts daylight back where the wall once was.
Two shapes are on offer. Approved Document L (Wales) defines a rooflight as a glazed unit installed out of plane with the roof, on a kerb or upstand, and the flat kind keeps a low profile. A lantern is taller and pitched, and it gives the ceiling above the table more shape. For a new or replacement rooflight in an existing home, the guidance is a U-value no worse than 2.2 W/m²K, and the document does not name roof lanterns. Our page on fixed and opening flat rooflights deals with the next choice, whether the glass should open.
The evening shows the difference between a tidy and an untidy opening. At night the glass reads dark and reflects the lamps of the room. If the reveal is square and evenly lined, the panel looks deliberate, whereas a rough one looks like a hole. We plan the lining so the room below keeps its shape.
The flat roof build-up affects how deep the upstand and the lining are. Because the structure varies from one extension to another, the survey measures it before a size is chosen, and a fixed written quote follows. VELUX offers double or triple glazing on both its flat and its curved glass rooflights, citing energy efficiency and sound reduction.
Steam from the hob and the kettle can find the glass, and a rooflight that opens gives it a way out. The models that open from a switch are described under electric opening rooflights.
The planning position of a lantern is confirmed with Caerphilly before work begins, so mention it early if a lantern is the glass you have in mind.
The attic bedroom, in high summer
Roof windows, ventilation and keeping the heat out.
Midsummer nights are short in Wales, and a bedroom in the attic gathers the heat of the day. Two things help: a window that opens, and a blind that keeps out the early light and some of the sun.
For warmth, Approved Document L (Wales) gives guidance rather than a rule. A new or replacement roof window in an existing home should have a U-value no worse than 1.4 W/m²K, or a Window Energy Rating of Band B. The figures for each product are laid out in Part L and rooflights in Wales.
Ventilation is the matter for August, when a shut attic room can feel close well into the night. Approved Document F (Wales) counts an opening window as purge ventilation for a habitable room, provided it opens far enough for its size. Windows that open only a short way do not count at all, and the survey tests the sash against the room's floor area.
Attic rooms bring other parts of the Building Regulations with them. Approved Document B (Wales) covers escape from upper floors and what turning a loft into a bedroom does to the stairway below, and we go through it with you; our Welsh planning guide has the escape measurements. Under the Building Regulations a new roof window in an attic counts as a controlled fitting, and where the work is notifiable we handle the notification.
A roof window also closes the day in a particular way. When the lights go off, the glass turns from a screen showing the room into plain darkness. That is when a blackout blind either helps or does not, which is why the blind is chosen with the window and not afterwards.
Position gets less attention than it deserves, and it is easy to get wrong from the floor. In a wide attic two windows can sit better than one large one, and a single window over the bed puts the early sun on the pillow. Where the rafters allow it, the survey weighs the options with you, standing in the room and looking at the slope from inside.

New Tredegar, answered
Does your 30-mile area include New Tredegar?
It does. New Tredegar is 23.5 road miles from Newport, inside the 30 miles we work within, and the survey costs nothing. Bargoed and Aberbargoed have their own pages as well, Bargoed and Aberbargoed.
What is the Welsh name for New Tredegar, and does it matter for planning?
It is Tredegar Newydd. The name has no bearing on planning; the authority for the town is Caerphilly County Borough Council. For the rules that apply to a rooflight on a house, our planning guide has a section on Wales.
A neighbour had a rooflight fitted last year: can I do the same?
Possibly, but neighbouring houses can differ. Under the Welsh permitted development rules, a house may have lost its rights to an Article 4 direction or a condition, and a flat never had them. The council can confirm your position, and a Lawful Development Certificate makes it formal.
How does a sun tunnel cope with a long winter?
It only gathers daylight, so the winter gain is smaller than in summer and stops altogether after dark. Short afternoons in November and December are when a landing most wants light, so the survey looks at which slope gives the dome the best view of the sky. A landing lamp keeps doing the evening work.
I want my old roof window swapped: what do I need to know?
Swapping a roof window for a matching one is building work, although a repair is not. The guide on taking out an old skylight and fitting a new one covers the options. A picture of the type sign helps too, since the size code printed there gives the width and height.
How do I start?
Fill in the quote form with the room you have in mind, or reach us on WhatsApp on 07880 284133, or by email at info@supremeskylightsnewport.co.uk. The survey comes first, and a fixed written quote follows it.
