The mouth of the three waters, and the roofs above it

In Caerphilly County Borough, west of Newport and 21 miles on the road, lies the village of Abertridwr. The name is Welsh for the mouth of the three waters, and like many villages and towns around it, it was a coal mining community within the South Wales Coalfield. A housing estate called Tyn y Parc, Welsh for house in the park, is one of the names on the map today.

Beyond those facts we keep to house types and ages, since a street list would be guesswork. Terraces of an earlier age are often roofed in slate and later houses in concrete tile, and any addition is likely to have a flat roof of its own. Whichever you have, the survey starts by reading it. Tell us which room is the problem and we begin there.

Who decides, and by which rules?

Caerphilly County Borough Council is the planning authority for Abertridwr. On a house, Welsh permitted development rules can allow a rooflight, so long as it respects limits on how far it projects and how high it rises. Those limits are set out in our guide to planning permission in Wales, and they are worth reading before you decide anything.

The same guide covers the cases where the answer changes: flats, houses where a council has removed householder rights, and listed buildings. For a listed building, listed building consent is applied for through the council whenever the work would alter its character.

If the guide leaves doubt about an address, the council's planning team can say how it reads the plan. A Lawful Development Certificate, applied for formally, puts the answer on record. We raise anything of that kind at the survey, before a price is written.

Water on the glass

Condensation, and why a bedroom window runs wet.

A name that means the mouth of the three waters suits a roof window well, since water is its main enemy from two sides. From outside comes rain. From inside comes the breath of whoever sleeps in the room, which meets cold glass on a still night and turns to droplets. Those droplets run down to the sill and, if nothing clears the air, they can mark the lining.

On a still night in a loft bedroom, the glass is often the chilliest thing there, so that is where the moisture lands first. A sash that opens is the simplest remedy, since it lets the damp air go. Running the bathroom fan after a shower also helps, though it does not replace a window that can be opened.

Rain makes noise on a roof window as well. Among VELUX glazing choices is one that reduces rain noise, offered on some windows and variants. It is worth raising in a bedroom, where a downpour matters more than it does in a kitchen.

A blackout blind is the other half of a good night. It is made to darken the room for sleeping, and in summer it is the early light it keeps out. Choose the blind and the window as a pair.

For the household, the job is simple: note when the glass runs wet, and say so at the survey. A bedroom that mists every morning wants a different window from one that only does so after a bath, and the answer shapes the choice of sash and blind.

Telling the source of a drip apart is part of a survey visit. Describe what you have seen, with dates if you can, and whether it follows a shower, a cold night or a downpour.

If the window you have now is the one being replaced, say what it was like to live with. A stiff handle, a sill that was always damp or a noisy pane in rain all go straight into the choice of the new one. Those details cost nothing to mention and change the order we weigh the options in.

The estate loft that could be a bedroom

Turning storage into a room with roof windows.

Houses of the post-war decades and since often have a pitched roof over a loft, and the loft is often full of suitcases. Whether it could be a bedroom is a question about floor, stairs and head height before it is a question about glass.

Windows come after those. Two roof windows set side by side give a loft room even light across its width, while a single one gives a slimmer slice of it. The sill height and the position along the slope decide how it feels from the bed and from standing, and a blackout blind on each keeps the room dark when it has to be.

A room for sleeping also needs a way out in a fire. Approved Document B (Wales) sets out what an escape window has to provide, and our Building Regulations guide for skylights in Wales goes through the wording. Adding a bedroom in the loft can also change how the stairs are protected, so that question is asked early.

Fitting any roof window counts as building work, and where the work is notifiable the Building Regulations notification is ours to handle.

Bring a list of what you want the room to be. A guest room needs a different window from a child's bedroom, and a study that doubles as a spare room needs both. A short list at the first visit saves a second.

The tidy-up matters as much as the opening. Wiring, insulation, boarding and the plaster lining all come together around a roof window, and the order they are done in decides how clean the room looks at the end. A loft room that is planned as a whole feels like a room; one added piece by piece feels like a loft with a window.

Think about where the bed will go before the windows are placed. Under the lowest part of the slope the head height runs out, and a window there lights a corner nobody stands in. Putting the glass where people actually sit, stand and dress gives the room its use.

An old rooflight on a flat roof

Replacing the unit or the whole thing.

Look at the back of the house from the garden. If the extension roof carries a rooflight that has gone cloudy or stained, the glass may have failed, or the frame, or both. The cloud is the giveaway: moisture trapped between the panes of a sealed unit cannot be wiped off.

Two jobs are possible. One changes the unit and keeps the frame, and the other changes the whole rooflight and its kerb. Our page on replacing a flat rooflight compares them. A frame that is sound can take a new unit; a frame that has moved or rotted is a poor base for one, and the new glass could fail in the same way later.

On the rules side, a replacement is simpler than a new opening. Changing the glass inside a frame you keep sits outside the energy rules, whereas exchanging a whole rooflight for another is building work. A brand-new opening is the heaviest case, because altering the roof structure is usually part of it. Approved Document L (Wales) says a new or replacement rooflight in an existing home should have a U-value no worse than 2.2 W/m²K. Where the work is notifiable, we handle the Building Regulations notification with local authority building control or a registered building control approver.

The flat roof is part of the job as well. A rooflight stands on a raised upstand, and whoever replaces it has to look at the covering, the upstand and the way water leaves the roof.

Self-cleaning glass exists as an option for rooflights. Pilkington lists roof glazing among the uses of its Activ glass, and the coating is said to work with daylight and rain. Not every rooflight offers it, so raise it early if the roof is awkward to reach.

A replacement is also the chance to fix what the old one did badly. If the room below steamed up, an opening rooflight gives steam a way out. If it felt too bright at midday or too dark at night, the glass and any blind can be chosen with that in mind. For the two kinds side by side, see the fixed against opening comparison.

Send a photo of the rooflight from the garden and one of the ceiling around it from inside. Between the two, the likely route can often be seen before the survey, and the visit then goes to the details that matter.

Abertridwr: before you write to us

What does the name Abertridwr mean?

It is Welsh for the mouth of the three waters. Like many villages and towns in the area, Abertridwr was a coal mining community within the South Wales Coalfield.

Can you reach Abertridwr from Newport?

Yes. The village lies west of Newport, 21 miles on the road, in Caerphilly County Borough, and the survey costs nothing. A line about which room is short of light helps us prepare.

Can a loft with only storage in it become a bedroom?

It can, though the floor, the stairs and the head height settle it before any glass does. Roof windows and blackout blinds then do the rest. Our Building Regulations guide covers the escape window.

Who gives listed building consent here?

Caerphilly County Borough Council, as the local planning authority. Cadw recommends which buildings are listed, and the Welsh Ministers compile the list. Consent applies when work would touch the building's character.

Does my rooflight need a planning application?

On a house it may not, within the limits on projection and height that the Welsh planning guide sets out. Flats, listed buildings and houses that have lost their householder rights are different cases.

What should I send to begin?

Send the address, a photo of the roof or the old window, and a line on which room is short of light. The survey form takes it all, and WhatsApp (07880 284133) or info@supremeskylightsnewport.co.uk will do just as well.
