The Parish of the Three Saints and its roofs

Llantrisant, which means 'Parish of the Three Saints', is a town and community within the Rhondda Cynon Taf county borough. It lies within the historic boundaries of Glamorgan, on the River Ely and the Afon Clun. Two Bronze Age burial mounds stand on Mynydd Garthmaelwg, on the opposite side of the Ely Valley, and the town contains Llantrisant Common and Pastures, a 113-hectare (280-acre) Site of Special Scientific Interest that is home to several rare plants. In the town's past, two pubs, a shop and a cottage were demolished to make way for the expansion of the workhouse.

Roofs come in many ages and coverings, and the way to read them is one at a time. Older buildings and later houses ask different questions of a rooflight: the first about how it looks and what consents it needs, the second about the loft, the blind and the air. We start with the roof over the room.

A conservation area in Rhondda Cynon Taf

The conservation areas of Rhondda Cynon Taf include Llantrisant, and the council's conservation page lists them. In Wales, a house inside a conservation area cannot take a rooflight as permitted development and needs a planning application instead; the Welsh planning guide gives the rule. A conservation area's line can run between neighbouring houses, so the council is the one to confirm any particular address.

Flats and maisonettes carry no householder permitted development rights. A council's Article 4 direction, or a condition on a house's planning permission, can remove the rights from a house too.

Where work would affect a listed building's character, listed building consent is needed, and Rhondda Cynon Taf County Borough Council handles the application.

A bathroom under the slope in January

Roof windows where the air is damp and the morning is dark.

At a quarter to eight on a January morning the sky has barely begun to lighten, and a bathroom under the roof still depends on its light fitting. When a roof window is there, it is the first thing to catch the day and the last thing to hold the night.

Steam is the working condition of the room. A shower fills the air with moisture, and cold glass is often where it condenses first. A window that opens a little, with an extractor that keeps running afterwards, can deal with much of it.

Privacy is the second question. A roof window looks at the sky, so by day it is rarely overlooked. Where roofs stand at different heights, one can be in view of an upstairs window opposite. With the light on and the sky dark outside, the same pane turns into a mirror, so privacy is about what you can see of yourself as much as what neighbours can see of you. Stand at the planned position during the survey and look around. A blind usually settles it, and a blind for a damp room is picked from the maker's own information.

Reach matters in a bathroom. A window above the tub or at the back of the basin is awkward to open by hand. Motorised and solar roof windows can be operated by a switch fixed to the wall or by a handset. VELUX builds a rain sensor into the solar and electric models of its roof windows, and says it shuts the sash when rain falls.

Approved Document F (Wales) covers the replacement case. If the old window had no vents and natural ventilation is all the house has, fitting vents of at least 4,000 mm² equivalent area in a bathroom is one way to show that ventilation is no worse than before. Where that size is not technically feasible, the vents should be as near to it as can be managed.

A new roof window means a new opening, and where the work is notifiable we make the Building Regulations notification through local authority building control or a registered building control approver.

A listed roof and the consent it needs

Conservation rooflights, Cadw and the council.

The conservation areas in Rhondda Cynon Taf include Llantrisant. The council has the answer on whether a particular house stands inside it, as it does on whether a building is listed. Both answers change what a new rooflight needs, so they come before any choice of glass.

Listing has its own law in Wales. Any alteration that would affect a listed building's character as a building of special architectural or historic interest needs listed building consent, under the Historic Environment (Wales) Act 2023, which came into force on 4 November 2024. Cadw recommends which buildings should be listed and the Welsh Ministers draw up the list; Cadw then publishes every listed building record in Cof Cymru. Cadw describes the consent as covering historic fixtures, fittings and details inside as well as outside, and says that even minor work, such as replacing an external door, can need it. Cadw also says replacing traditional windows with uPVC on a listed building will not normally be acceptable.

Carrying out work without consent may amount to a criminal offence, which is a reason to ask first. The application goes through Rhondda Cynon Taf County Borough Council. Where it is unclear whether a rooflight is permitted development, the council's planning team can confirm, and a Lawful Development Certificate gives formal certainty.

The product that suits older roofs is the conservation rooflight. Our pages on what a conservation rooflight is, on consent for rooflights in Wales and on replacing an old cast-iron unit go through each question.

Along the way, remember the energy figures. A rooflight in an existing home should be no worse than 2.2 W/m²K under Approved Document L (Wales), which is guidance. For a replacement window or roof window on a home of architectural or historic interest that cannot reach 1.4 W/m²K, the document allows a fallback of 1.2 W/m²K at the centre of the pane, or low-e secondary glazing. Rooflights get no such allowance.

Matching an old rooflight starts with the old opening, because its size sets what a replacement can be. A photograph taken from inside, looking up at the frame and any marking on it, is the most useful thing to send beforehand.

A lantern over the dining table

Pitched glass above a room built out at the back.

Is there a table under the dark part of your extension? A dining room added to the back of a house can end up with its windows on one side and its table on the other, and the daylight falls short of where people actually sit.

A roof lantern fixes that, because it brings light down from above onto the table. Its glass is pitched in the shape of a miniature roof, and it stands up from the flat roof on an upstand that is built to the maker's details. A flat rooflight does the same job with a lower profile. The guide to lantern or flat rooflight weighs them against each other, and the page on planning and building regulations for lanterns deals with the consents.

Late in the evening the glass above the table shows what is below it. With the pendant lit and the table laid, the pane mirrors both. A well-finished reveal looks like a quiet, dark frame; a rough one looks like a gap. The reveal and the lining are therefore best planned ahead of the plasterer.

A light in the opening is a choice to make early. One in the upstand or the reveal has to be thought about before the lining goes up, since its cable runs inside the lining, and an electrician does that wiring.

Planning needs a clear head. Putting a lantern onto a flat roof that is already there would normally sit outside permitted development, which means it needs planning permission; our Welsh planning guide shows where the line is. For a lantern that belongs to a new extension, we ask the council what applies. Brett Martin, which makes roof lanterns, recommends building the upstand level. A little pitch is tolerated, up to 5 degrees, but the company says the lantern will probably look lopsided. A lantern also needs more height than a flat rooflight, so the roof is measured before the choice is made. The same visit shows how the glass would look from the garden, which matters when the dining room is the one that neighbours and visitors see from outside.

Llantrisant, in short

Is Llantrisant on your list of places?

It is. From Newport it is a 23-mile journey westward by road, and the survey is free. Talbot Green and Pontyclun share the council and have their own pages.

My house is in Llantrisant. Does that mean I need planning permission for a rooflight?

Only if it stands inside the conservation area boundary. Rhondda Cynon Taf's conservation areas include Llantrisant, and in Wales a rooflight on a house inside one is not permitted development. Our guide to the Welsh rules sets out the rule; where the line runs is for the council to tell you.

Which authority gives listed building consent?

The council, here Rhondda Cynon Taf County Borough Council. Consent is needed for work that would affect the building's character, and Cadw recommends which buildings are listed. If you are unsure whether your house is listed, the council can say, and Cadw's records can be searched online.

Does a new roof window need building control?

Fitting a roof window is building work, because roof windows are controlled fittings. Where the work is notifiable, the notification is one we handle through local authority building control or a registered building control approver.

Do lanterns come under the 2.2 figure for rooflights?

Approved Document L (Wales) defines a rooflight as a glazed unit installed out of plane with the roof on a kerb or upstand, and it does not name lanterns. The maker's data is the place to look for a lantern's figure, and we confirm what applies when the roof is surveyed.
