At the mouth of the Ely Valley

Talbot Green, Tonysguboriau in Welsh and meaning 'lea of the barns', is a town and electoral ward just north of the M4, in Rhondda Cynon Taf. It stands at the mouth of the short, mountainous Ely Valley, between Mynydd Garthmaelwg (Llantrisant forest) and Y Graig (Llantrisant). The River Ely runs along the town boundary.

Extensive housing development has taken place recently in the towns along the A473, the main Pontypridd to Bridgend road, and Talbot Green is among them. Improvements to the road network, notably the A4119 linking the Rhondda Valleys to the M4 through Tonyrefail and Talbot Green, brought development pressure to the area around Llantrisant. Houses of different ages and types, garage conversions and flats can all bring different roofs, so the first job is to see what is over the room, whatever its age.

Rhondda Cynon Taf and the Welsh position

Talbot Green is in Rhondda Cynon Taf, so planning questions go to Rhondda Cynon Taf County Borough Council. The conservation areas in the county borough include Llantrisant. Within one, a house in Wales cannot take a rooflight as permitted development and needs a planning application; the Welsh planning guide has the rule, and the council's conservation pages list the areas. Which side of a boundary a given house is on is for the council to say.

Flats have no householder permitted development rights. A house may also have lost them through an Article 4 direction or a condition on its permission, so a recent build deserves a glance at its planning history.

For a listed building, work that affects its character needs listed building consent, applied for through the council. Cadw says that consent covers historic fixtures and fittings inside as well as outside, and that small jobs can need it.

The garage that became an office

A flat rooflight over a desk that has no window on the right side.

A garage turned into a workroom shares one trait with small extensions of all kinds: a flat roof, and wall space that has been given over to cupboards, a radiator or the neighbour's fence. Windows low in the front wall help a little. A rooflight puts light where the work actually happens.

Over a desk, a flat rooflight changes the quality of the working day. The lining around the opening shapes how daylight spreads into the room, so the shape of that opening is worth discussing at the survey, not leaving until the plastering. Daylight from above can fall on the keyboard and the papers rather than across a screen, so there can be less glare to fight than with a window behind you. A blind can still be wanted in high summer, and the question of how it will be worked belongs in the first conversation.

Heat deserves the same thought. A small glazed roof can warm a small room, so an opening unit that lets air out is worth weighing against a fixed one. Whether to choose fixed or opening glass is worked through on its own page.

For flat glass rooflights, Rainclear's installation guide advises a kerb sloping by at least 5 degrees so that rain does not pool on it. The roof shape matters here, because not every flat-looking roof is flat. VELUX gives the range for its flat roof dome as pitches from 0 up to 15 degrees, and the range for its low-pitch roof window as 10 up to 20 degrees. A garage roof with a gentle fall can therefore sit in either band, and the pitch is measured before anything is chosen. A roof that leans at 12 degrees, for example, falls inside both ranges, which is why the maker's details for each product are read side by side.

Energy guidance has a quirk worth knowing. Approved Document L (Wales) bases a rooflight's U-value on the whole developed surface area of the unit, which can be larger than the hole in the roof. Where the kerb arrives as one assembly with the rooflight, the 2.2 W/m²K figure covers the kerb too. The document is guidance, and it says a rooflight in an existing home should be no worse than 2.2.

At the end of the day the room feels different. With the lamp on and the sky dark, the glass overhead becomes a black panel with the desk reflected in it; a ceiling lining kept plain and a blind drawn across calm that down. The flat roof rooflights page shows the range.

A top-floor flat under the slope

Roof windows in a flat, and the rules that differ for flats.

In June 2011 it was announced that proposals existed to make Talbot Green a new town centre, with a supermarket, 40 shops, a multi-screen cinema, cafes, restaurants, bars and a hotel. The same announcement mentioned offices, civic and community facilities, flats and houses. Flats are the part that matters for anyone thinking about roofs.

The top floor of a block has the roof directly overhead, and a sloping ceiling can make a bedroom or living space feel low. A roof window changes that, giving the room a sky view and, where it opens, a way to air it.

Wales treats flats differently from houses. A flat has no householder permitted development rights, which our planning guide for Wales explains, so the first step is to read that and then to ask the council. The answer in each case turns on the address.

The energy side is plainer. Approved Document L (Wales) says a roof window in an existing home should have a U-value no worse than 1.4 W/m²K, or a Window Energy Rating of band B. Ask for the rating of the exact product, not of the family it belongs to.

A roof window over a top-floor room puts glass close to the rain. VELUX lists rain noise reduction among its glazing options, alongside a dirt-repellent coating and safety lamination, a laminated inner pane which VELUX says prevents glass falling into the room after an accidental breakage. The options on offer differ from window to window.

Size is a practical matter. VELUX sells its roof windows in standard sizes, each with a code, and its table pairs the code UK04 with 134 x 98 cm, for instance. For the like-for-like case, see the guide on swapping an old skylight.

Under the Building Regulations, putting a roof window into a top-floor slope counts as building work, since roof windows are controlled fittings. Where the work is notifiable, the notification goes through local authority building control or a registered building control approver, and we deal with it.

In the evening, with the lights on and the blind down, the slope above the sofa is no longer a dark patch.

Glass underfoot, lights on below

Walk-on rooflights over a room that has no window of its own.

Start from the room underneath. A ground-floor room beneath a flat roof or terrace may have no window at all, and a walk-on rooflight lets daylight down into it while the roof above stays usable. The glass is made to be walked across, and the room beneath receives the daylight that falls through it.

After dark the effect reverses. Lamps on in the room below show through the glass to anyone standing above, and the panel looks lit from beneath. With the room dark, the glass reads as a black rectangle in the roof surface. Neither is a problem, but both are worth picturing before the position is fixed, because a pane over a bed or a bath changes how private the room feels.

Choosing the glass is a conversation about loads and finish. Our pages on walk-on glass load ratings and on whether skylights can be walked on set out the terms. The rating depends on the product, and the maker's own data is the place to read it.

Cleaning is another matter to settle early. Pilkington's self-cleaning Activ range lists roof-lights and roof glazing among its uses. Whether it is offered on a walk-on unit is a question for the maker. Pilkington's wording is that the coating works by daylight and rain together.

On the energy side, building control confirms whether the Approved Document L (Wales) figure for a rooflight applies to a walk-on unit. Planning for the whole job is covered in the Welsh planning guide, and the pages on planning for walk-on rooflights and building regulations for walk-on rooflights go through it for this product.

Talbot Green, answered

What is the distance from Newport to Talbot Green?

Going west out of Newport, the journey by road is 22 miles. The survey costs nothing, and Llantrisant and Pontyclun have pages of their own in the same council area.

Is Llantrisant's conservation area a problem for me?

Only if your house is inside it, and the council holds the answer. The conservation areas in Rhondda Cynon Taf include Llantrisant, and a house within one cannot take a rooflight as permitted development in Wales. The council can tell you where the line runs, and our Welsh planning guide explains the rule.

Can I put a rooflight into a flat?

Flats have no householder permitted development rights, so read the Welsh planning guide and speak to the council. We can look at the roof at a survey.

Do garage conversions suit a flat rooflight?

They can, because the room has a flat roof and little wall space for windows. A conversion may also carry a planning condition from the original permission, which is worth reading first. Next to the desk, the other question is the blind, and it is settled in the same visit as the rooflight. If the room is also used as a spare bedroom, say so, since a blind that suits a desk by day may not suit a bed by night. The survey measures the roof's pitch, because VELUX makes its flat roof dome and its low-pitch roof window for set bands of roof pitch.

Who decides on listed building consent?

The application goes to Rhondda Cynon Taf County Borough Council where work would affect the building's character, whether outside or in. Cadw puts forward the buildings to be listed, and the list itself is the Welsh Ministers' to compile.

How can I arrange a visit?

The survey form reaches us fastest. A WhatsApp message (07880 284133) or an email to info@supremeskylightsnewport.co.uk works as well; say which room, and give the address.
