A railway under the Severn, a motorway bridge and the roofs between

Pilning is a village in South Gloucestershire, close to Redwick and Severn Beach, and the civil parish is Pilning and Severn Beach. It is close to the M4, the M49 and the A403, and the South Wales Main Line runs through it with a minor station. Because the River Severn and the English Stones section of its bed lie so near, Pilning became a natural place for both a railway beneath the river and a motorway bridge over it. The railway beneath the river opened in 1885 and the Second Severn Crossing in 1996.

Roads, rails and bridges say little about the houses themselves, so the table lists homes by their age and kind. A house from a century ago and one from the last few decades have different roofs, different lofts and different rooms at the back. The survey is where we look at yours.

Council, county and the rules for a rooflight

Planning in Pilning is decided by South Gloucestershire Council, under the law for England. Fitting a rooflight or roof window to a house is usually permitted development under Class C, within bounds that the England section of our planning guide describes in full.

The Class C right is not there for a flat, and not for a home that exists only through a change-of-use permitted development right. On a house, the council could have ended it with an Article 4 direction, and the house's own planning permission could have ended it with a condition. We put the address to the council before anything is settled.

A listed house still has the Class C right, but a new or altered rooflight on a listed building will almost always need listed building consent. The council receives that application, and no fee is charged.

An en-suite in the roof on a winter morning

Getting washed and dressed before the sun is up.

Winter mornings begin in the dark, and a shower room tucked into the roof is where that shows most. Through the darkest weeks the ceiling light does all the work before breakfast, and a roof window only starts to matter once the sun is up.

That makes the question about the evening and the weekend as much as the early start. A window in the roof of a shower room gives daylight on a Saturday or a day at home, and it lets a person look up at weather. After dark it is a black pane with the room reflected in it.

Glazing in a wet room has to cope with steam. Warm damp air meets the cool surface of the glass and condenses, so droplets on the pane after a shower are what you would expect. Wiping them and opening the window for a few minutes clears the room. Where the handle sits out of reach, ask about electric or solar operation, which only some windows in a maker's range offer. A wet room is one of the clearest cases for it, since a window left shut all winter only adds to the damp.

If an old window is being replaced, the swap should leave ventilation in the home no worse off than before. We look at the existing window and at any vent in it. Approved Document F is the document that sets this out for England.

A shower room is also the room where privacy is chosen first. A pane in the slope is not looked into from the street, but a house on higher ground might see down into it, so an obscured pane or a blind is part of the decision. Because you will be in the room undressed, we raise that at the survey rather than leave it for later.

Fitting is straightforward to describe. The opening is made in the roof, the window is set into it and the lining inside is finished to meet the sloped ceiling. The decisions that matter come before that, in the choice of size, glazing and blind, and they are made at the survey with the room in front of us.

Where the window sits on the slope matters for standing room. Within a sloping ceiling, the person using the shower needs headroom under the window and a clear route to the handle. Our VELUX windows page lists the sizes and the ways of opening.

A loft study, and the screen that sits under the glass

Daylight, glare and the hour the lamp goes on.

Is the loft going to be a bedroom, or a place to work? The answer changes which window is chosen. A bedroom wants darkness at one end of the day, and a study wants steady light and no reflection on the screen.

Early in the afternoon in winter, the sky overhead is bright, and a roof window shows it straight on. A desk placed directly under the glass puts a bright patch in the reading line, so the desk is better set to one side of the window. A blind then softens it when the sun is out.

By the middle of the afternoon the light has dropped, and by the time the working day is done the window is a dark pane behind the monitor. A lamp does the work from then on. Here the glass matters in a different way: a cold window next to a warm desk can send a chill across the room, and a blind helps there as well.

Which blinds are offered depends on the window, so the maker's range is checked at the survey. Pleated and roller blinds soften daylight, and a blackout blind shuts it out. Some blinds run electrically or by solar power, and they suit a window set above easy reach.

Headroom is the other question. A loft that has not been converted needs a floor, a staircase and insulation before it becomes a room at all, and the Building Regulations apply to those as well as to the window. Where the work is notifiable, we handle the window's Building Regulations notification with the council's building control team or a registered building control approver, and the wider conversion is a matter for building control.

A converted loft brings in a question about escape from fire too. Approved Document B covers it (see the rules for England in our planning guide), and the answer depends on how high the new storey is above the ground and what route leads down from it. Whether a roof window can serve as the escape is a matter for building control to confirm, and we raise it at the survey so that the window and the conversion are planned together.

Flat rooflights, sun tunnels and roof windows each have a job in a house like this. A roof window turns a loft into a room, a sun tunnel brightens the landing that leads to it, and a flat rooflight does the same for an extension below.

Bedroom or study in the loft
UseWhat the window should do
BedroomKeep early light out and keep the room private
StudyGive steady light without glare on a screen
Spare roomOpen for air and close against the weather

A converted garage and the flat roof above it

A room with little wall for a window.

A garage that has become a playroom, a gym or a spare bedroom keeps one thing from its old life: a flat roof. The walls are mostly blank, with a wide door space filled in, and the only direction for daylight to come from is above.

A flat rooflight is the product that fits there. It sits on an upstand, and the upstand and the roof covering around it are built to the maker's details. The ceiling opening and the joists beneath set how large the glass can be, and the aim is to put daylight over the part of the room people use.

After dark the glass reads as a black square. If the room is a bedroom or a place to watch a film, a blind keeps that quiet, and an opening rooflight that can be shut down for the night is an option to ask about. Electric operation matters here, because a ceiling rooflight is often out of reach.

Planning and Building Regulations go with a change like this. For a rooflight on an existing flat roof, the planning guide sets out the rules, and the council confirms any questions about the address. Building control may also have views about the room's use, and we handle the notification for the glazing where the work is notifiable.

Approved Document L sets a figure for an existing home: a new or replacement rooflight should have a U-value no worse than 2.2 W/m²K. The figure for a roof window is a different one, and the survey says which of the two applies to the glass on offer.

Energy is one thing to weigh up against light. A garage roof was not built as a living space, so the structure below the glass is checked before the glass is ordered. Our flat roof rooflights page lays out the choices.

Pilning, in short answers

Is Pilning too far from Newport for a survey?

No. From Newport it is a 22-mile drive east over the Severn, and the survey is free.

Which council decides on a rooflight in Pilning?

South Gloucestershire Council. A house can add a rooflight as permitted development within limits, which the planning guide sets out for England.

Can a bungalow with a dark hallway get daylight from the roof?

A sun tunnel can be the answer, which carries daylight from the roof down to a ceiling fitting. A roof window suits a room that needs to open. The roof above the hallway decides which of them is possible.

What does a garage conversion need from the roof?

The deck and joists are looked at first, then a flat rooflight is sized to the room. The structure beneath the glass is checked before anything is ordered, since the joists are usually cut to make the hole, which is then trimmed and supported. The Building Regulations notification for the glazing is handled where the work is notifiable.

What should I have to hand when I get in touch?

Your street, which room you are thinking about and a rough idea of what is above it, whether a loft, a flat roof or a landing. WhatsApp 07880 284133 or email info@supremeskylightsnewport.co.uk, and the price follows the survey as a fixed written quote.

Who deals with Building Regulations?
