From Patchway Green to estates of the 1950s and 1960s

At the start of the 20th century Patchway was a small village centred on Patchway Green, which is now called Patchway Common. It became a civil parish in 1953, separate from Almondsbury, and today it is a town in South Gloucestershire. A large bungalow estate went up at Stoke Lodge, beside the Common, in the 1950s and early 1960s, and a huge overspill estate followed at the back of Patchway Estate in the mid-1960s.

Bungalow roofs invite one particular question, which is whether the loft above the rooms can be used. A post-war estate house raises another: whether an old roof window is still earning its place. The table lists roofs worth a conversation in a town of this kind and sets a product beside each, so you can see where your own house fits before the survey.

Does a Patchway rooflight need planning permission?

Usually it does not. Patchway is in England, and South Gloucestershire Council is its planning authority. A rooflight or roof window on a house is usually permitted development under Class C if it stays inside the limits, and the England section of the planning guide lists them.

Two exceptions are worth knowing before you plan. A council can withdraw the right by an Article 4 direction, and a planning permission can come with a condition that withdraws it. We ask the council about your address either way. A house that is a home only because of a change-of-use permitted development right has no Class C rights, and a flat has none of the householder kind at all.

If the house is listed, Class C still applies on paper, but a new or altered rooflight there will almost always need listed building consent, and that consent decides the job. You apply through the council, and no fee is charged. Whether it is listed can be checked on Historic England's list before you plan.

A bungalow loft in October

A second floor that the roof was always keeping in reserve.

In the 1950s and early 1960s a large bungalow estate was built at Stoke Lodge, next to Patchway Common. A bungalow keeps every room on one level, and the loft above is one space left to grow into. Roof windows can give that space daylight through the slope itself, wherever a loft room has no outside wall to hold an ordinary window.

October is a good month to judge one. The sun is lower than in summer, the mornings are cool, and the light that reaches a loft room comes in at a shallow angle. That tells you quickly which parts of the slope give the room its light and which are shaded. It is far better to find that out in the planning than after the window is in.

Bungalows on an estate can stand close together, so privacy is a point to settle early. A roof window high in the slope looks at sky rather than at the garden next door, while a lower one can look across a fence. Stand in the loft with a tape and a helper and the sightlines show up in a few minutes. The survey does the same job properly, and it is also when the position gets set against the rafters.

A loft used for sleeping brings a safety question with it, which is how a person gets out if the stairs are blocked. The route out of a new loft bedroom is a Building Regulations matter under Approved Document B, and the survey looks at the existing stairs and windows below. Nothing here is a reason to shelve the idea; it is a reason to include building control from the start.

On the slope itself, blinds are worth planning with the glass. A loft bedroom wants a blind that darkens the room for the mornings of June, and a window set low in the slope is far easier to reach for that. Once the lamps are on, the pane turns dark and the bedroom is what you see in it. A blackout blind is what keeps a loft bedroom dark in the early hours of June, and it is the first thing to settle after the position of the glass. The VELUX windows hub covers the range, and what fitting a VELUX costs gives the price picture.

The width and height of a roof window come from a standard list, so reading it helps, and a loft room that needs more daylight can take two windows side by side or one above the other where the rafters allow. Reading VELUX size codes shows how.

A bathroom with no outside wall

Daylight from the roof, down a tube.

Some rooms sit at the centre of a house with no wall to the garden. A utility room, a hall or a bathroom in that position relies on a ceiling lamp at every hour, however bright it is outside. A light tube, which is the other name for a sun tunnel, is aimed at those rooms. It takes daylight in through a small opening in the roof and carries it to a fitting in the ceiling.

Late morning is when a sun tunnel can do much of its work, because the sky is bright and the room is in use. In the room itself the only part on show is the fitting in the ceiling. Because it comes in through the roof, the tube suits a room where no window could ever go. At night there is nothing to carry, so the room is lit from the lamp as before.

The route from roof to ceiling decides which kind of tube suits. If a clear, straight run exists, one kind works; if the path has to bend around a beam or a duct, the survey weighs the other. Rigid or flexible compares them. To weigh the cost against the benefit, what a sun tunnel costs is the place to start.

With a bathroom the survey also looks at the room's other openings. A bathroom may already have an extractor fan or a vent, and the sun tunnel is separate from that. It is there for daylight, so the room's ventilation is looked at on its own terms.

An old roof window, replaced in April

What a new unit has to meet, and what it does not.

Is that old roof window still doing its job? An older roof window can be a tired thing, with a frame that has faded, glazing that has misted and a seal that no longer holds. April's long afternoon light shows the faults: the low sun shines straight through the glass and lights every mark and every smear.

When a roof window is replaced in England, the new unit should have a U-value no worse than 1.4 W/m²K, or a Window Energy Rating of Band B or better. A rooflight, which stands on a kerb or upstand instead of sitting in the plane of the roof, has its own limit of 2.2 W/m²K. Those figures come from Approved Document L, and the good U-value for a rooflight answer explains the units.

Swapping the glass alone, or fitting a window into the frame it already has, does not count as supplying a controlled fitting, and the energy limits are not triggered by it. The choice between the two jobs is a real one, and it turns on the state of the frame, the seal and the age of the unit. A sound frame can keep going, while one that has warped or faded is a reason to start again. If the frame is sound and only the glass has failed, the answer on replacing just the glass explains that route.

Where the whole window comes out, the work usually needs Building Regulations approval, and the council's building control team or a registered building control approver is who deals with the notification where the work is notifiable. We handle that for you. Fitting a new unit is also the moment to rethink the blind, since the blind on an old roof window can be the part that has aged worst. A fresh blackout blind keeps a loft bedroom dark on June mornings, and the shading for a south-facing slope is better settled with the glass than added later.

Patchway, asked and answered

Can a bungalow loft be lit with roof windows?

A loft room under the slope can take its daylight through roof windows set in the roof itself. A bedroom up there also needs a route out in an emergency, and the survey looks at the stairs and the windows below as well as the glass itself. See the roof windows hub for the products.

About how far is Patchway from Newport?

The drive is around 23.5 road miles, heading east and over the Severn. We survey first, without charge, and then send you a fixed written quote for the work. A dual carriageway, the Filton Bypass, was built through Patchway Estate in the late 1930s.

What does a replacement roof window have to achieve?

In England a replacement roof window should meet Band B on its Window Energy Rating, or a U-value no worse than 1.4 W/m²K. A rooflight should be no worse than 2.2 W/m²K. For rules beyond that, the planning permission guide has the England section.

Does a sun tunnel stand in for a bathroom extractor fan?

A sun tunnel is there for daylight. Whatever ventilates the room is looked at separately, and the survey notes what is already in place.

Which body handles the Building Regulations notification?

Ours to handle, where the work is notifiable. The route runs through South Gloucestershire's building control team or through a registered building control approver, and you can choose between the two.

What do I send to book a survey?

Give the address and name the room. WhatsApp 07880 284133 reaches us, and so does info@supremeskylightsnewport.co.uk. The price is given after the survey, in a fixed written quote.
