An iron town of many communities
Abersychan, a town and community in Torfaen, lies within the boundaries of the historic county of Monmouthshire. Like many hamlets in the forested South Wales Valleys, it became a thriving industrial centre in the 19th and early 20th centuries, particularly for iron production. The community takes in Abersychan, Cwmavon, Garndiffaith, Pentwyn, Talywain, Varteg and Victoria Village, and the site of the former ironworks includes a number of listed buildings. A small group of houses on Incline Road marks the beginning of the village, and the village boundary lies near Cwmavon. Torfaen County Borough Council is the planning authority.
Older houses are often roofed in slate, while later homes more often carry concrete tile. The roof in front of us decides the job, so the visit starts with the slope, the covering and the room underneath.
| Home | Roof | A sensible first question |
|---|---|---|
| Stone or brick terrace with a worn roof window | Pitched slate | What size is the window now, and is the opening sound? |
| Older house with listed status | Pitched, traditional covering | Does the work touch the building's character? |
| Rear extension on a terrace | Flat roof on joists | Lantern, or a lower flat rooflight? |
| Newer semi on the valley edge | Pitched concrete tile | How will the loft room be used? |

Torfaen and the rooflight rules for Wales
Planning decisions in Abersychan are taken by Torfaen County Borough Council. Fitting a rooflight to a house may qualify as permitted development in Wales, and the Wales chapter of the guide sets out the conditions and the places where the right does not apply.
Flats are outside the householder rules. For any house, an Article 4 direction or a condition on its original planning permission can take the rights away, which is why the council's planning team is asked when an address looks uncertain.
Listed buildings follow a different route. Listed building consent is required for work that would affect a building's character, inside as well as out, and doing the work without it can be a criminal offence. Torfaen receives the application, and the council's built heritage pages are the place to start.

Start from the roof window you have
Sizes, codes and replacing like for like.
Start from the roof window already in the slope. If it is a VELUX, a metal label at the head of the sash carries its size code, and it comes into view as soon as the sash is swung open. VELUX windows built after 1968 all have one. The code is short, and VELUX's published chart turns it into a width and a height, as the table shows for three common ones.
VELUX's chart is the authority, so each code is read against it, and the sign appears on each VELUX window built since 1968. A photograph of the label before the visit saves a trip to the loft.
With the size known, the next question is whether the opening is sound. Putting a new roof window into an existing opening can involve less building work than forming a new one, so the opening is looked at before anything is ordered. The page on VELUX size codes goes through the system in more detail.
If the window serves a loft bedroom, a blind is half of what makes the room usable. A blackout blind shuts out the early light in summer, and with the blind raised the glass reads as a black panel that mirrors the lamp after dark. Both belong in the choice, so the blind is picked alongside the window and not afterwards.
Energy is the other check. Approved Document L (Wales) says a new or replacement roof window in an existing home should meet 1.4 W/m²K or Window Energy Rating band B. It is guidance on what the regulations are aiming at, and the maker's sheet for a given model shows where it stands.
Ventilation comes along with a replacement. Approved Document F (Wales) wants a home to be ventilated at least as well after the work as it was beforehand, so a replacement for a window with trickle vents is expected to keep vents no smaller than the originals, controllable by the occupant or automatically.
Fitting or replacing a roof window is building work, and where it is notifiable we handle the notification with local authority building control or a registered building control approver. A repair is not building work, and changing nothing but the glass, while the frame stays put, is not building work for the energy rules.

An old roof with listed status
Where consent comes before the product.
Abersychan became a thriving industrial centre for iron, and the site of the former ironworks, a core area of 71 hectares within a total land area of 526 hectares, includes a number of listed buildings. The British Colliery Pumping Engine House, a Cornish beam pumping engine house built by the British Iron Company, is among the listed remains, and so is the site of Cwmbyrgwm Colliery, with a water-balance headgear, a chimney and oval shafts. Listing is a live question for anyone with an older house, because it changes the order of work: consent first, then the product.
In Wales, an alteration that would affect a listed building's character as a building of special architectural or historic interest needs listed building consent, now under the Historic Environment (Wales) Act 2023. The cover is wide, taking in the inside of the building and its fixtures and details as well as the outside, and small jobs can be caught. Applications go to Torfaen, which is the planning authority here.
Planning permission and listed building consent are separate things. Permitted development does not remove the need for consent on a listed house, so a rooflight that would otherwise qualify may still need it. Cadw publishes each listed building record in Cof Cymru, so the listing details can be read before an application is drawn up. The list itself is the Welsh Ministers' to compile, and Cadw recommends what goes on it.
Cadw also says that replacing traditional windows with uPVC on a listed building will not normally be acceptable. That points towards products built for period roofs, which our page on conservation rooflights covers, and the guide on how listed building consent applies to a rooflight in Wales explains the process in full.
Plenty of old houses are not listed, and the council can say which are. Asking early costs nothing, and the answer settles whether the next step is a consent application or an ordinary order. We would rather know at the survey than find out after glass has been made.
Our work comes with a 10-year workmanship guarantee in writing.
The roof covering is recorded too, with attention to what a slate roof can take. Slates around a new opening can be lifted and relaid, and the care taken at that stage shows for years from the street.
A lantern when the clocks go back
Glass over a rear extension, once the evenings close in.
When the clocks go back, extension glass goes dark early, and the room under it shows what it was built for. A lantern over a kitchen or family room stands proud of the flat roof on its upstand, with pitched glass that gives the ceiling beneath a high centre. By eight in the evening the glass is black and the lamps are doubled in it.
Which suits better, a lantern or a flat rooflight? Each has its place, and the comparison of lantern or flat rooflight lays out the differences. A lantern asks for more height above the roof line and gives the room more ceiling to look at.
The roof is where the planning question sits. A lantern stands noticeably above a flat roof, so on an existing roof it usually brings a planning application rather than relying on permitted development. A lantern planned as part of a new extension is a separate question, and Torfaen is asked how it is treated.
Inside, the lining decides how the glass looks after dark. A deep reveal with square returns frames the black panel, while a rough one leaves shadows. We talk it over at the survey and note how thick the roof is from the joists to the covering.
Brett Martin recommends building the upstand for its roof lanterns level. The upstand is therefore the first detail the survey measures, ahead of the glass.
The choice between fixed and opening deserves its own conversation. An electric opening rooflight is one option where a switch or handset suits, and a flat rooflight can be had in an opening form too. Glass that opens lets steam and cooking air out of the room, which a fixed lantern cannot do.
Cooking and washing-up put moisture into the air, and cold glass can collect it first. An extractor that vents outdoors is the first answer, and an opening rooflight is the second. A lantern is a fixed structure unless the maker offers an opening version, so whether to ask for one belongs in the conversation before the order.

Abersychan questions answered
How far is Abersychan?
The road from Newport runs 11.6 miles to Abersychan, on the northern side. The survey is free, and the WhatsApp form has room for the visit date and time of day you prefer. Send the address and the room you want changed, and say if there is a ladder or loft hatch we should know about.
Where do I find the size of my VELUX window?
On the metal label at the head of the sash, which you can read once the window is open. The code matches a width and height on VELUX's chart, and passing it to us helps with a replacement. A photograph of the label is enough.
Can a rooflight go into my house without a planning application?
It can in Wales, subject to conditions, which the Welsh part of the guide sets out. Flats have no householder rights of this kind, and Torfaen can confirm a doubtful address. Councils can withdraw the right through Article 4, and a planning condition can do the same, so the check is worth making before the order goes in.
My house may be listed. What happens first?
Check with Torfaen. Where the work would affect the building's character, listed building consent is needed, and Torfaen deals with the application. The list is compiled by the Welsh Ministers on Cadw's advice.
Would a lantern suit my rear extension?
Often it can, depending on the roof structure and how you want the room to look. A lantern put on an existing flat roof will normally need planning permission, and with a new extension we check the position with the council.
What do I send to book?
Your address and a note of the room. The survey form works, and so do WhatsApp (07880 284133) and email (info@supremeskylightsnewport.co.uk).
