Roofs beside the Nedern Brook and the old railway
Excavations near the Nedern Brook, beside the castle, turned up a plank from a boat and complex wooden structures in the former river bed. Much later the railway arrived, and in 1862 Henry Hughes of Tintern opened a wireworks next to it, which became the village's major employer and drew in many new workers.
Houses of different ages can carry different kinds of roof. Older houses tend to have pitched slopes with a lower addition at the rear, while newer ones more often have a tiled slope over a loft and a kitchen under a flat roof behind. Rather than assume which you have, the survey looks at the covering, the pitch and what lies under the room you want to improve.
| Kind of house | Cover above the room | Glass worth pricing |
|---|---|---|
| Pitched house with a loft that could be a bedroom | Tiled or slate slope, with rafters and a floor below | Roof windows, with a blackout blind |
| House with a kitchen under a flat roof behind | A flat deck on timber joists | Lantern or flat rooflight, on an upstand |
| Home with a tired roof window already in the slope | Pitched, with an existing opening | A replacement window in the same position |
| Terrace or semi with a dark stairwell | Pitched, with loft space above the landing | A sun tunnel, if the loft gives it a route |
Three jobs that come up in Caldicot houses

Monmouthshire County Council and the rules in Wales
Planning for Caldicot is decided by Monmouthshire County Council. For a house, the starting point is that permitted development can cover a rooflight in Wales, inside limits that the Wales chapter of the planning guide spells out.
In Wales, conservation areas change the answer. Monmouthshire's conservation areas include one named Caldicot, and a new rooflight in a house inside a conservation area is not permitted development, so it needs a planning application. Boundaries cut through streets, so we match your exact address to the council's conservation area appraisals ahead of any order.
A flat has no householder permitted development rights at all. Where a listed house is concerned, listed building consent is needed for work that affects its character, and Monmouthshire is the authority you apply to.

Early June light in a loft bedroom
Roof windows, blackout blinds and the way out if there is a fire.
In June the sky is light well before most alarms go off, and a bedroom in the roof is the first room to notice. A roof window lies in the slope, level with the tiles, so it takes in the whole sky above the bed. That is a pleasure at midday and a nuisance at five in the morning.
A blackout blind is the answer, and it is chosen along with the window rather than afterwards, so the two are measured and priced together. Fresh air matters as much as darkness: a sash that opens lets a warm loft clear before bedtime, and it does the same job again at first light if the room has heated up overnight.
If the loft is becoming a bedroom, the window takes on a second job as the way out in a fire. Approved Document B (Wales) sets size and height rules for an escape window, and it makes allowance for a roof window that a wall window does not get. Where the rafters fall decides what can be fitted, so the position and the sash size are worked out together on the survey. We do not choose a size from a catalogue and hope the roof agrees.
The stairs belong in the same conversation. Converting a loft can bring fire protection for the stairway into the job, and we raise it early so that the price of a window is never mistaken for the price of the whole conversion.
Cutting a new opening in a slope usually means altering the roof structure, so Building Regulations approval will generally be needed. Where the work is notifiable, we handle the Building Regulations notification with local authority building control or a registered building control approver. On the planning side, our Welsh planning guide explains when a roof window can go in without an application.
For the choice of window itself, the comparison of pivoting and top-hung sashes shows how the two behave in a bedroom.
Roof window, loft bedroom
- Sits
- In the plane of the slope, over the bed or the floor space
- Early light
- Blackout blind, picked alongside the window
- Way out
- Sized and positioned under Approved Document B (Wales)
- Stairs
- Stairway protection belongs to the conversion, not the window
- Paperwork
- We make the building control notification where the work is notifiable
Glass over the back kitchen
Lanterns, flat rooflights and the planning question on a flat roof.
Start with the frame the glass sits on. Approved Document L (Wales) describes a rooflight as a glazed unit installed out of plane with the roof on a kerb or upstand, and for its lanterns Brett Martin specifies a builder's upstand and recommends building it level. On a roof built with a fall for drainage, the carpentry around the opening is where a good result is won.
A flat rooflight stays low as seen from the garden. A lantern stands higher and shows more glass from inside, which makes it a feature of the ceiling. Which suits a Caldicot kitchen depends on the ceiling height, the depth of the roof structure and the view from the bedrooms above, and our page on the lantern or flat rooflight choice puts them side by side.
Planning needs a sentence of its own. A lantern stands well proud of the roof, so putting one on a flat roof that already exists is normally a matter for a planning application rather than permitted development. For a lantern designed into a brand-new extension, we check the position with Monmouthshire before any work starts.
Early evening is when the room shows what the glass is doing. Once the light outside drops, the roof above the table turns dark and gives back the pendant, the cooker and anyone at the worktop, so what you see overhead is the kitchen again. The lining of the opening decides whether that looks tidy: a square reveal with a clean edge reads as a calm panel, and a ragged one does not. That is why the plastering around the opening is discussed at the survey, before the order goes in.
Steam is the other evening matter. Overnight the glass can run colder than the walls, so condensation can show there first. An extractor that vents outdoors helps, and an opening rooflight can be released to clear a steamy room.
Tell us the ceiling height, the size of the extension and whether anyone has looked at the roof structure for extra weight. Those three facts shape which product goes into the quote.
| Feature | Flat rooflight | Roof lantern |
|---|---|---|
| Outline | Low, close to the roof | Taller, with pitched glass |
| Sits on | A raised upstand | A raised upstand, taller above the roof |
| Added to an existing flat roof | Check the Welsh planning guide | Normally needs an application |
Replacing a roof window that has gone cloudy
Size codes, misted glass and when a swap counts as building work.
The opening of the Severn Bridge in 1966 furthered the growth of the community. Whatever a house's age, a roof window has a working life of its own, and the signs that it is ending are easy to read: a milky patch between the panes, a sash that sticks, a seal that lets the draught in.
There are two kinds of fix. If the glass has misted but the frame is sound, the sealed unit can be the only part that changes. Swapping just the glass and keeping the frame falls outside the energy rules, as Approved Document L (Wales) puts it, whereas a like-for-like swap of the whole window is still building work. To work out which case you are in, read the short answer on swapping only the glazing of a VELUX.
If the frame is the problem, the whole window comes out and a new one goes in. The size code helps here. VELUX gives each roof window a code, printed on a metal plate along the sash top, called the type sign, readable whenever the sash is lifted. Send a photograph of it and the survey starts with the right size in mind. Our guide to VELUX size codes explains how to read it.
The energy figure in the guidance is a target for the whole window. Approved Document L (Wales) says a new or replacement roof window in an existing home should have a U-value no worse than 1.4 W/m²K, or a Window Energy Rating of Band B.
The glazing is worth a conversation while the old window is out. VELUX lists safety lamination among its options, which means a laminated inner pane, for rooms where an accidental break is a worry. It also lists an easy-to-clean coating and rain noise reduction, and the choice on offer varies by window and by glazing variant.
Air matters too. If trickle vents sit on the old window, its replacement should carry vents no smaller than those, which you or an automatic control can work. We look at that on the survey, so a swap does not leave the room more airtight than it was.
Where the opening is sound, a window of the same size in the same place avoids much of the structural work. Where it is not, we look at the rafters around it before the quote is written.
Asked before a Caldicot survey
How far is Caldicot from where you start?
Caldicot, or Cil-y-coed in Welsh, lies in Monmouthshire. By road it is 13 miles east of Newport. You pay nothing for the survey, and after it comes a fixed written quote.
Which council deals with a rooflight in Caldicot?
Planning decisions in Caldicot rest with Monmouthshire County Council. It also holds the conservation area appraisals, and a listed house goes through the same council for listed building consent.
Will a lantern on my extension need planning permission?
The answer turns on how the extension was built. For a lantern added later to an existing flat roof, the usual route is a planning application, and the Welsh planning guide has the reasoning. For a lantern in a new extension, the council gives the answer and we ask it for you.
Can the glass in an old roof window be replaced on its own?
Sometimes. Approved Document L (Wales) treats a glass-only swap that keeps the frame as outside the energy rules. Whether your frame is sound enough is settled at the survey.
Do you also cover Rogiet and Portskewett?
We cover Portskewett, Rogiet, Caerwent and Undy, which lie close to Caldicot. Each has its own page on this site.
