Isca Augusta, the Usk and the roof over your landing

In Newport, Caerleon (Caerllion in Welsh) is a town and community. It is the site of a Roman legionary fortress, Isca Augusta, and of an Iron Age hillfort. Until the Victorian development of the docks downstream at Newport, Caerleon acted as the major port on the River Usk, and a cycle and pedestrian walkway beside the river, route 88 of the National Cycle Network, links the town to Malpas and Newport city centre at Crindau.

Houses of different ages need different answers. A terrace from the early twentieth century is often roofed differently from a post-war semi or a newer estate house, and an extension at the back often has a flat roof of its own. So the survey begins with the roof you actually have: the covering, the pitch, the timbers over the room, and what sits underneath the opening, whether that is a bedroom, a landing or a kitchen. Only then do we talk about glass.

Newport City Council and the Welsh rules

Newport City Council decides planning here. A house here may be able to take a rooflight as permitted development in Wales, inside tight limits that are listed in the Wales chapter of our planning guide.

Caerleon is among the conservation areas Newport City Council lists. Inside one, a new rooflight on a house is not permitted development and needs a planning application. The boundaries sit on the council's conservation area pages, and we put your address to the council before an order is placed.

Householder rights have no application to a flat or a maisonette. An Article 4 direction can take the rights away from a house, and so can a condition on its original planning permission. If you want the answer in writing, apply to the council for a Lawful Development Certificate. A listed house needs listed building consent where the work would affect its character, and that is applied for through the council.

A June morning in the loft bedroom

Roof windows, blinds and early sun.

Light arrives early in June. Before the alarm goes, the sloping ceiling of a loft bedroom can already be bright, because a roof window faces the sky with nothing to soften what comes through it.

The fix for that is a blackout blind, best chosen together with the window rather than added later. At the survey we ask which model you want, how the blind will be worked once the sash is out of easy reach, and whether anyone in the house is a light sleeper. The blind is picked off the maker's list for that window, so we settle the pair as one decision.

The same glass behaves differently in the evening. Once the lamps are on, a roof window reads black and mirrors the bed, the wardrobe and the lampshade, so the room looks smaller until the blind is down. Knowing that in advance helps with placing the window: a position over the foot of the bed puts the reflection somewhere calm, while a position directly above a bedside lamp does not.

One window or two is a fair question for a long sloping ceiling. Two side by side spread the daylight across the room, whereas a single window gives one bright patch that moves across the floor as the morning goes on. The survey sets the size and number against the rafters and the floor area, not against a catalogue.

Air matters as much as light under a roof. Heat builds in the highest part of a sloping room, and a sash that opens gives it somewhere to go. If an old window is being replaced, Approved Document F (Wales) expects the room to be ventilated no worse than before, and if trickle vents were on the old window, those on the replacement should be no smaller.

Reach is the next question. VELUX says a built-in rain sensor closes its solar and electric roof windows once rain starts, and that sensor belongs to those windows alone, so ask which model is being put forward.

The Building Regulations treat a roof window as a controlled fitting, which makes putting one in building work. Where the work is notifiable, we handle the Building Regulations notification with local authority building control or a registered building control approver. Approved Document L (Wales) gives 1.4 W/m²K, or Window Energy Rating band B, as the figure a roof window should meet. Our page on roof windows covers the range.

Reading the slope from the pavement

Slate, tile and the covering around an opening.

Stand on the pavement and look up at the roof before you think about glass. The covering tells us more than any catalogue does. Natural slate, plain clay tile and profiled concrete tile can each need their own flashing, and how the covering is lifted and relaid around the opening depends on what is up there.

A roof window sits in plane with the roof around it, facing the same way as the slope. A rooflight stands off the surface, on a kerb or an upstand. Approved Document L (Wales) draws the line there, in its definitions of the two.

If a house already has a window in the roof and the opening is sound, a replacement of the same size can often go into the existing opening, which keeps the structural work small. VELUX lists the width and height for each size code, and the code is on the type sign, a small metal plate fixed to the sash top. Open the window, read the plate and send us a photograph before the visit; it takes the guesswork out of ordering.

Terms matter here. Putting a new roof window of the same size where an old one stood is building work all the same, but a repair is not. A job that renews just the glass inside the old frame falls outside the energy rules, so a misted unit and a worn-out window can lead to different quotes. Replacing an old skylight is covered in its own guide, with the options set out.

Where the roof is on show from the road, the position matters too. We note which slope faces the street, how the new glass lines up with the courses of slate or tile, and whether a conservation-style rooflight gives the calmer look. Our conservation rooflights page describes that range.

Before the order goes in, we also ask what is below the opening. A roof window over a landing, a bedroom or a bathroom wants a different blind and a different handle position in each, so the room decides the specification as much as the roof does.

Steam over the back kitchen

A flat rooflight on the extension.

What happens to a kitchen ceiling once supper has been cooked? On a flat-roofed extension the answer is condensation. Steam from the hob finds the rooflight glass first, because that glass is often the coolest surface around, and it runs down to the edge of the reveal.

Opening helps. A rooflight that opens, or an extractor that vents outdoors, carries the damp air away before it settles. Our page on electric opening rooflights covers the powered kind, which can be worked by a switch for glass beyond arm's reach above a worktop.

Rainclear's installation guide advises a slope of at least 5 degrees on the kerb under its flat glass rooflights, to keep water from pooling, and VELUX says its flat roof dome is designed for pitches from 0 to 15 degrees. Both numbers belong to the named makers' own products, and each product has its own limits, so we read the roof before we choose.

The glass goes dark with the evening. When the sun has gone, an overhead rooflight mirrors the pendant lights and whoever is at the sink. A square, well-lined reveal gives a quiet dark panel, and rough plasterwork around the opening shows up at night far more than by day.

A taller lantern is another route if the room has height to spare. Before work starts, we confirm with Newport City Council how planning treats a lantern built on a new extension. The pros and cons of each are weighed in lantern or flat rooflight?

Caerleon, asked of us

How far is Caerleon from you?

Caerleon is found 2.9 road miles north-east of Newport. There is no charge for the survey, and the fixed written quote comes once it is done. We also fit in Ponthir and Langstone.

Newport lists Caerleon as a conservation area. What does that change?

Newport City Council lists Caerleon among its conservation areas. Inside one, a house's new rooflight is not permitted development in Wales, which means applying for planning permission. The council is the body that can say whether your own house lies inside the boundary, and the planning guide for Wales has the detail.

Who gives consent for a listed house?

Newport City Council, as the planning authority for Caerleon. It is required where the work would alter what makes the building special. Cadw makes the listing recommendations, and the Welsh Ministers keep the list itself.

Which window suits a sloping bedroom ceiling?

Ask for the window and the blackout blind as a pair; we choose them together. A sun tunnel suits a landing or a bathroom better, because it carries daylight only.

Can a dark landing be fixed without a window?

A sun tunnel can do it, where the loft offers a clear run from the roof to the ceiling below. It brings in daylight during the day only, so the landing light still does the work after dark. The sun tunnels page explains the parts.

What should I send before the visit?

The address, the room, and a photograph of the type sign if there is an old VELUX window. WhatsApp 07880 284133 takes them, and so does the survey form; the email address is info@supremeskylightsnewport.co.uk.
